Adding JRS Test Meta Data #9703

Description:
This PR adds meta data entry for tests which exist but do not have meta data. Most of the new entries were from renamed tests. These renamed entries are left with the same notion page and occur just below the entry with the previous name. The older test names can be removed from the file when the all pending release versions no longer have jrs tests with the old test names.
