Button to run web scraper

A button above the proposal table that will initiate the webscraping endpoints when clicked. For now, just do the frontend, and we will add the onClick functionality later on. Make use of the shadcn button component

Requirements:

• Button is centered above proposal table
• Has text indicating what the button does
