Fourth release of RealtimePi

RealtimePi 0.4.0 ships with:

  • Raspberrypi 4 support
  • Raspbian 2019-09-26 with Debian Buster
  • 4.19.71-rt24-v7 PREEMPT RT kernel
  • Huge thanks to @schnitzeltony who has made the PR fixes USB/FIQ lock-ups that made this release possible raspberrypi/linux#3336
  • Also thanks to evreyone at raspberrypi/linux#2943 which took apart the challenge of figuring out what was going on

Note: All kernels have been built, except the 64bit kernel that recently has been added. Not sure how to build that yet.
Build note: since now 3 kernels have to be build for release, we have moved to a new armf build server, which speeds up the build time from ~24 hours to 3 hours, fixing #1
