Allow docker driver to send logs to Promtail

Is your feature request related to a problem? Please describe.

Sort of, the docker logging driver is great in many cases, however there are a few cases where it struggles, and leveraging promtail would help:

• Configuring the pipeline for the logging driver is difficult Support for inlined pipeline config for docker logger #1296 and added mount to docker-driver config #1555
• You cannot scrape metrics from the docker driver so you can't use the metrics pipeline stage
• Configuring mutual TLS is much more difficult

Describe the solution you'd like

If the driver could send directly to promtail then we can leverage promtail for addressing the issues above a little easier.
