Currently in regression_utils and going in #383

I have a branch experimenting with this, but it needs some tweaking. As @silvolu pointed out we should to use _TEST_ to explicitly separate production and test environments to keep users from making mistakes.

Closing this as Not Needed. Can re-open if we change our minds but I think the limited scope in #337 is the only thing that would be better.

This is a bad test; it is asserting that nonsensical text is french; something has changed in the back end, that is now suggesting this text is english. Both of these are wrong, so I am removing this test case.
