fix(admin): update the API

#### admin:directory_v1

The following keys were changed:
- auth.oauth2.scopes.https://www.googleapis.com/auth/admin.directory.device.chromeos.description
- auth.oauth2.scopes.https://www.googleapis.com/auth/admin.directory.device.chromeos.readonly.description
- resources.groups.methods.list.parameters.userKey.description
- schemas.DirectoryChromeosdevicesIssueCommandRequest.properties.payload.description
