Missing actions in ghostty +list-actions

ghostty +list-actions is missing quite a few actions. For example, it has scroll_to_top but not scroll_to_bottom.

I diff'd what's in https://github.com/ghostty-org/ghostty/blob/main/src/input/Binding.zig vs the output -- these are missing in the latter (might be outdated):

decrease_font_size

scroll_to_bottom
scroll_page_up
scroll_page_down
scroll_page_fractional
scroll_page_lines

Aside from text, the missing actions are the ones that are not prefixed with a comment. Maybe it has something to do with how Binding.zig is parsed?

Yeah, basically it's because they don't have a doc comment. The easy fix is adding doc comments. The hard fix is changing the doc generation to include actions that don't have doc comments.
