This doesn't necessarily need to get merged, but I wanted to add this library to meson's wrapdb package manager. I've ported the basic stuff to the meson build system, just wanted to make sure I wasn't missing anything drastic. Unless it's wanted I was going to ignore the various GPU acceleration stuff for now.
