Fixes the CI issue mentioned in #10267.
The new
ONEAPI_VERSIONmatches the tags from https://hub.docker.com/r/intel/oneapi-basekit/tags.I have verified that running
docker build -t llama-cpp-sycl --build-arg="GGML_SYCL_F16=ON" -f .devops/llama-cli-intel.Dockerfile .builds the image as expected.
