* metal : fix memory leak

* metal : fix encoders memory leak

* metal : clean up more memory resources

* metal : fix more leaks

* metal : reuse dispatch queue + autoreleasepool

* metal : reuse array for command buffers and encoders

* ggml : assert for odd number of blocks on ARM
