Fix timestamps of PerformanceCollectionData in profiles

PerformanceCollectionData timestamps in profiles have been adjusted to be relative to the profile start

💡 Motivation and Context

PerformanceCollectionData timestamps were absolute values, but they were supposed to be relative to the profile start

Added a Ui test
