Index in Lucene uuidref and xlink:href attributes as operatesOn field #757

There's a mix of usage of operatesOn across different SDIs, for example Germany uses both attributes for operatesOn.

GeoNetwork indexes uuidref, but adding also xlink:href will not break the specification and will support SDIs that use both attributes.

Some schemas, like iso19139.nl.services.1.2.1, require an additional
parameter for creating the srv:operatesOn element.
