ci: update cypress via renovate

Cypress is not yet updated via renovate. Because of this we have a lot of different cypress versions.

This tells renovate to take care of this.

But you'll need to change https://github.com/gatsbyjs/gatsby/blob/master/scripts/renovate-config-generator.js and then run node scripts/renovate-config-generator.js
