I'd like to quickly discuss "protocol bugfixes" in v15. I have 2:

• This PR that very slightly tweaks self-transfer behaviour
• A change to the CircSupply calc that we report in the Runtime: Lotus is not implementing the spec correctly (and I'm guessing other impls have copied the bug).
