Upstream issue: oracle/odpi#100

As of release v0.2.0 for Oracle.jl, the source code from odpi-c was comming from release https://github.com/felipenoris/odpi/releases/tag/v3.1.2-dev-numeric
which is a patched odpi exposing a dpiNumber.

The patch was implemented in branch https://github.com/felipenoris/odpi/tree/fn/numeric .

The module at Oracle.jl/src/oranumberg/oranumbers.jl implements the API for an OraNumber.

Version v0.2.0 shipped with this OraNumber patch. For the next release, OraNumber will be removed. All code that handles OraNumber will be commented in the source code with a tag see issue #21.
