Add spacy-partial-tagger to spaCy Universe

I added spacy-partial-tagger to spaCy Universe. spacy-partial-tagger is a library to build a CRF tagger with a partially annotated dataset in spaCy.

This is a PR for adding a project to spaCy Universe.

Thanks for the PR, looks like an interesting approach!

As a note, spacy-alignments is a drop-in replacement for pytokenizations that is easier to install from source and that has a wider range of published wheels. The only difference is the python packaging.
