What does it do?

Adds a code of conduct based on a template provided by github.

Any helpful background information?

A code of conduct is a document that establishes expectations for behavior for your project’s participants. Adopting, and enforcing, a code of conduct can help create a positive social atmosphere for your community.

* Unwelcome sexual attention. This includes, sexualized comments or jokes; inappropriate touching, groping, and unwelcomed sexual advances.
* Deliberate intimidation, stalking or following (online or in person).
* Advocating for, or encouraging, any of the above behavior.
* Sustained disruption of community events, including talks and presentations.

While these are definitely good behavior guides, I was under the impression that the code of conduct was about how to behave online, and some of these definitely don't apply. Does it means that we would apply this code of conduct to behavior off line too? So if someone is inappropriate at a physical event, would we remove their commit access in the repo?
