Updates for v0.3.0 release

This PR makes a range of updates to the package to release v0.3.0 on GitHub and CRAN. Updates include:

• Add cran-comments.md
• Update package Title and Description in DESCRIPTION file
• Increment minor version
• Normalise DESCRIPTION file (desc::desc_normalize())
• Remove Remotes section from DESCRIPTION
• Require >= v0.4.0 of {epiparameter}
• Add CRAN and R-universe installation instructions to README
• Fix URLs
• Remove documentation linking to functions not in dependencies
