Description:
This PR updates the LightStep tracer. The new version adds
sampling.prioritytag. (Add support for sampling.priority. lightstep/lightstep-tracer-cpp#94)The PR also cleans up some of the code needed to work around LightStep's lack of
sampling.prioritysupport.Testing:
Removes sampling test case no longer needed.
