Issue

Closes GMM-385

Description

Now that we have data for all subZones we can create a county level aggregate as well.

TODO:

  • Add translations for CA country level zone

Double check

  • I have run pnpx prettier@2 --write . and poetry run format in the top level directory to format my changes.
