[build] Remove grunt checkPlugins task #85852

Historically this task was used when x-pack development was done using a plugins directory flag. Generally, plugins were managed at a lower level. Currently this isn't used. Testing is managed through CLI's for the main repo and plugin-helpers so this should be safe for removal.

included in the testing environment. Generally, plugins were managed at a lower level.
Currently this isn't used. Testing is managed through CLI's for the
main repo and plugin-helpers so this should be safe for removal.
