Verified the create watch flow manually and everything worked as expected. Removing the blocker tag; we will need to investigate the test itself.

Looked into this one some more. It is related to #158405. The test appears to be unskipped now and is running on Chrome, but not firefox. It sounds like the timeout issue in firefox is not isolated to watcher.

I'm going to close this issue since the test is running on Chrome. I think this gives us sufficient coverage.
