Implement the License modal for the last response column

📝 Summary

In current Stack Management > Rules and Connectors page when there is a license error, a Fix link will appear in the Last response column, which will open a License modal.

Acceptance criteria

• Add a fix link in the Last response column when there's a license error
• Open a license modal
• Manage license button should lead to app/management/stack/license_management/home page

Note: In order to move faster with the implementation, we will implement this in the Observability plugin and later on we can extract this as a shareable component in the triggers_actions_ui plugin
