Add watcher.get_settings and watcher.update_settings

This PR adds two missing specifications based on information in https://www.elastic.co/guide/en/elasticsearch/reference/master/watcher-api-get-settings.html and https://www.elastic.co/guide/en/elasticsearch/reference/master/watcher-api-update-settings.html
