WHAT
This PR adds legal information about the OpenTelemetry Agent to the
notice.mdthat we include with each Docker image.In addition, the following legal documents are copied to the application root of the docker image: NOTICE.md, SECURITY.md, LICENSE, DEPENDENCIES
