Force CDT.setup to use specific target platform version #573

CDT.setup was allowing devs to choose the target platform, but in reality most choices don't work. Instead force the known correct value which is what Eclipse Platform does too. Fixes eclipse-cdt#571
Edits made in these files using the IDE lead to these changes, therefore commit the changes.
