CI: disable ifx accel jobs #321

Currently, the accel CI jobs with the ifx compiler do nothing but waste resources. We cannot enable them due to an internal compiler error:

rte-frontend/CMakeFiles/rte.dir/mo_rte_sw.F90-pp.f90: error #5633: **Internal compiler error: segmentation violation signal raised** Please report this error along with the circumstances in which it occurred in a Software Problem Report.  Note: File and line given may not be explicit cause of this error.
compilation aborted for rte-frontend/CMakeFiles/rte.dir/mo_rte_sw.F90-pp.f90 (code 3)

Instead of skipping the jobs, this PR excludes them from the matrix.


          ci: exclude failing ifx accel test
