[19860] Bump version to 2.13.0

Description

This PR:

• Changes the master branch mirror to 2.13.x to prepare for the branch out
• Bumps Fast DDS version to 2.13.0, as the subsequent PRs will already break ABI or add new features

IMPORTANT: This PR should be merged right after #3970.
IMPORTANT: Remember to create a 2.13.x branch spawning from master right after merging #3970.
