Need to set defaults for properties to make VS happy #400

There's lots of property defaults that aren't being set by the build, which is confusing VS causing it to put properties in an indeterminate state, here's the one's that I've found:

  • Allow unsafe code
  • Treat Warnings as Errors
  • Output path
  • Sign the assembly
  • Delay sign only

Dupe of dotnet/project-system#437. We had decided to not set the property in msbuild itself but to read the default values from XAML rules.

* Set IsPackable=false for new test projects (dotnet/templating#376).

The rationale for this is that creating NuGet packages from tests is probably not the more-common use case and so by default these project should not participate when "dotnet pack" is run at the solution level.

This doesn't prevent users from opting into "dotnet pack", it simply won't be the default.
