R2RDump does not output anything except header information when I try to use it, regardless of which parameters I use. For example, --disasm does not output anything.
If I revert #66929 then it starts to work again, cc @jkotas

Looks like the default for these changes to empty array instead of null.

Fixes dotnet#69655
