Update SB prebuilts tarball version #15933

This includes prebuilts for the following packages:

  • Microsoft.AspNetCore.App.Ref.5.0.0
  • Microsoft.Build.16.11.0
  • Microsoft.Build.Framework.16.11.0
  • Microsoft.Build.Tasks.Core.16.11.0
  • Microsoft.Build.Utilities.Core.16.11.0
  • Microsoft.NetCore.App.Host.linux-arm64.5.0.17
  • Microsoft.NetCore.App.Host.linux-x64.5.0.17

The package has new 16.11 versions of various MSBuild packages - that seems intentional, right? PR comment mentions 16.1.

Yep, that was a typo in my post.

I've also made an update the RID-specific package versions. Those should be 5.0.17, not 5.0.0. That requires an updated tarball version.
