[v4] mark buildx >= 0.20.0 as incompatible with docker/bake-action < v5 #290

needs #291

relates to:

Buildx v0.20.0 adds opt-out FS entitlements checks and composable attributes that are not handled in bake-action < v5.

This change will throw an error specifying that docker/bake-action < v5 is not compatible with buildx >= 0.20.0.
