The portal also has a link, International Energy Statistics, which redirects to eia Beta - International Energy Statistics, which requires form fill-out to query its data.
I never found a systematic way to be sure to download the entire database, so I set all the settings I could find on maximum, such as the entire available time range, resulting in International Energy Statistics with query string. Clicking the Download pseudo-button downloaded International_data.csv in this directory.
