pkg-configis not a truly cross-platform solution (see this Stack Exchange answer) and adds complexity to native Windows buildspybindminor version update resolves known documented error which is a manifestation of a known pybind bug. Version selected based on comment at onnxruntime#9735pybindis subsequently bumped anyways in later versions of bls-signatures (see Python 3.11 Chia-Network/bls-signatures#332)
