Add cgo free sqlite

Add CGo-free SQLite driver

Description

supporting two kind of binaries just because the current sqlite driver requires CGO does not make sense and it's confusing for users. Fortunately, a CGO-free sqlite driver just came out and I decided to test it out!

How Has This Been Tested?

Tested it out on my local machine and past the test suite successfully. More QA is expected to be done.
