@benfitzpatrick - if I run a suite with my laptop on NZST rather than UTC, and the suite is not in UTC mode, the first and subsequent cycle points get "+12" appended, but $CYLC_SUITE_(INITIAL|FINAL)_CYCLE_POINTdon't - so comparisons with those variables in task scripting will always fail.

It looks like the variable just gets set to the literal string in suite.rc file, rather than set to the standard representation.

(literal string comparison may be the wrong thing to do now, but I think the timezone is still an issue)
