Description of the Change
add chat feed alert to slash commands when an error happens
/ban without a name will use the existing error and send it to the chat feed as "please provide a username"
/shoutout username will show the error message sent from twitch

Testing
shoutingout, banning, announcing without any fields adds the chat feed alerts displayed for the appropriate messages
shouting out a user that is on cooldown or while another shout out is in progress adds the chat feed alerts displayed
