Workflow for new members applications

This is the workflow:
- Day 0: Person/institution applies
- Email triggered to the applicant
- Email triggered to the 2 vouchers
- if voucher agrees, OK
- if voucher declines:
- Email triggered to the applicant asking her to pick another voucher

if voucher rejects, STOP.

Day 10
- Email triggered to the non-responsive voucher giving her 3 days otherwise will be automatically declined.
- Day 13

if non-responsive voucher still do not respond, we considered declined, go to 3 (email triggered asking her to pick another voucher)

If after 15 days of email triggered in 3, the applicant doesn't pick another voucher, that triggers another email reminding her to do that otherwise the application will be considered "non valid" (or whatever other terms we may use).
