hdf4: improve dependencies handling + allow macos M1 shared + modernize

Specify library name and version: lib/1.0

cross-build can still fail in some circumstances, due to 2 try_run (same issue in hdf5)

CMake Error at build/93707e7b45c2f155e04a4c4da15529436f77faa5/FindJPEG.cmake:39 (add_library):
Attempting to use @rpath without CMAKE_SHARED_LIBRARY_RUNTIME_C_FLAG being
set. This could be because you are using a Mac OS X version less than 10.5
or because CMake's platform configuration is corrupt.

I can't reproduce this issue on my Mac
