Specify library name and version: pdal/3.7.0

Waiting for migration of gdal as it is a dependency (#19298). I am an not author nor a maintainer of pdal so it would be great to get people from the pdal contributors to look into this MR.

I've read the contributing guidelines.
I've used a recent Conan client version close to the currently deployed.
I've tried at least one configuration locally with the conan-center hook activated.
