v1.0-deployment

The first release of the En-ROADS demo which is to be deployed! A web-app was created in order to demonstrate the capability of neuroevolution in the use case of optimizing energy policy. Additionally, pymoo support was added which is used in the demo.

Note: the release notes are bugged due to some git shenanigans.
