Changes the Kubernetes distribution from MicroK8s to K3s. K3s uses less resources, and appliance startup times are improved in the new cluster.

Changes Helm charts to use new local-path StorageClass
helm and kubectl now use apt packages (instead of snaps)
Enables clusterReadOnlyRole: for Kubernetes Dashboard until authentication is added.
