📝 Provide a description of the feature

A follow-up to #6526, ckeditor/ckeditor5-dev#614

Note: Both scripts in CKE5 currently uploads and downloads everything. After adding more localizable packages on Tx, where only not every package belongs to CKEditor 5, we need to make sure that these scripts still work correctly.

Feature (env): Translation tools can handle external packages outside the CKEditor 5 repository. Closes ckeditor/ckeditor5#6635.
