Table properties are applied to the outer table while using it with the table toolbar on a nested table

• Add the following configuration to the editor that includes Table properties (e.g. all-features manual test):

   contentToolbar: [
      'tableColumn', 'tableRow', 'mergeTableCells', 'tableCellProperties'
   ],
   tableToolbar: [ 'tableProperties', 'toggleTableCaption' ]
}

• Insert the 1x1 table.
• Insert a nested 1x1 table.
• Select the nested table using the table handler.
• Add the table background color using the table properties.

✔️ Expected result

The background color is applied to the nested table.

❌ Actual result

The background color is applied to the outer table.

📃 Other details

• It behaves properly when the table properties button is inside the content toolbar.
