I tested this out in phpmyadmin by:

Setting the name of a report row in civicrm_dashboard to NULL.
Run the query.
Viola, the name is back to what it should be.

colemanw merged commit dfef091 into civicrm:master

colemanw deleted the CRM-17663 branch
