APIv4 - Improve getFields internal value lookups

Overview

Improves APIv4 getFields to figure out which custom fields to present, given even scantier data.
Builds on #23489

Before

Given an event_id, doesn't know which fields to present if they are based on event_type.

After

Now it can figure it out.
