[REF] Add pseudoconstant suffixes to xml/dao

Overview

Improves metadata and reduces boilerplate for option lists.

Before

Suffixes were an APIv4-only thing.

After

Now they're becoming more prevalent, moving them to a more central location that's easier to work with.

Technical Details

This makes suffixes more available outside APIv4, and reduces the necessity of one-off SpecProvider classes
