Overview
This is a partial of #12360 - there are several commits in there that I have not yet reviewed but I have stepped through these & it looks correct and works. Setting to merge on pass.
(I have been having some problems with the test around namespacing & autoloader but will got it to run & will see on the next one if it is just config)
