Add data to facilitate testing of the Civi<=>UF locale integration (esp civicrm/civicrm-core#24996).
The primary focus of this branch is Drupal 7 support. I took a stab at Backdrop since it ought to be similar. (That one doesn't quite work, though - the
drush-languagemodule doesn't run on top ofdrush-backdropright now.) I haven't tried D9. However, I'm to take this as progress. (And if anyone else feels like tackling Backdrop or Drupal 9, then power to you.)(The relevant functionality isn't currently supported by the civi-wp and civi-joomla integrations, so not bothering to add those.)
