zero-downtime-release

Bosh release to test app availability over HTTP and TCP.

This was historically used to test TCP availability during upgrades to routing-release. This workflow was superseded by the use of cloudfoundry/uptimer and the cloudfoundry/cf-deployment-concourse-tasks.
